KEY ACHIEVEMENTS SO FAR - December 2007 | General issues | - Integrated MIBGAS initiative within the South Gas REM.
- Continued working on different deliverables set up by the work plan.
| Priority I: Interconnection Capacity | - Completed study on investment needs for 2007-2015 between French and Spanish border.
- Completed the study on investments until 2011 between Spain and Portugal.
- Agreed the principles of a harmonized CAM, based on an open subscription, for the French-Spanish new interconnections under construction. Details are being finished by TSOs. The Spanish Ministry will publish a norm to allow the application of the procedure in Spain. French connection Guyenne 1 capacity will be sold in December 2007. The OSP to allocate the planned capacity of the two French-Spanish interconnections will be made in spring 2008.
- Irún/Biriatou common interconnection capacities values identified by TSOs.
- An Open Season procedure is being developed now by TSOs to identified market needs of future Spanish/French interconnection capacity.
| Priority II: Interoperability | - Created 5 internal working groups among TSOs to solve interoperability difficulties already identified in all infrastructures.
- Agenda to solve the problems available for all interconnections.
- Portuguese/Spanish problems already identified too.
- French and Spanish TSOs have started to apply their agenda to sort out interoperability problems .
- Some interoperability agreements have been reached with regard to the Larrau interconnection.
- The Spanish Network Code will be modified to adapt to the CBP of EASEE-gas.
| Priority III: Transparency | - Carried out a consultation with shippers on their views on existent level of transparency.
- Checked information published by TSOs on their web page. Identified improvement areas.
- A interconnection status record is to be publish this month to made public the development of the new infrastructures. It will be updated each six months.
| Priority V: Hubs | - Portuguese and Spanish regulators have elaborated a draft document with the General Principles and Organization Model of the MIBGAS.The document has gone throught public consultation.
- The regulators, as well, have defined a detail agenda for future work.
